What do the new EU EPR rules mean for non-EU companies?
This is the check that did not exist a month ago.
On 12 August 2026 the EU's Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, replaced 27 national packaging laws with a single rulebook. Two parts of it matter if you are the one bringing goods into the EU.
- Registration. Whoever first places packaging on a member state's market has to be registered there under that country's extended producer responsibility (EPR) scheme, report the volumes and pay the recycling fees.
- Authorised representative. If you are not established in that member state, you have to appoint someone who is. That is one appointment per country, not one covering all 27.
EU-established businesses were offered a possible delay on the representative requirement. Non-EU businesses were not. For a company in the US, the UK, Switzerland or Asia, the August 2026 date applies now.
It is worth being precise about what this covers, because a lot of the coverage overstates it. Packaging EPR bites on the packaging: the cartons, pallet wrap and inner bags your goods travel in. It does not treat a cotton tote bag sold as a product as packaging.
Textile EPR is a separate wave. France has run a textile scheme since 2007 and the Netherlands since 2023, and the revised EU Waste Framework Directive requires every member state to have one, with most expected around 2027 and 2028. Today's schemes cover clothing, household linen and footwear, and the Dutch scheme leaves bags out of scope explicitly.
So the honest position is this. Your bags are unlikely to trigger textile EPR yet. The box they arrive in triggers packaging EPR the moment you are the importer, and that alone is enough to stop a shipment at the border.
Ordering from a European producer sidesteps the whole question. The bags are printed in the EU, dispatched from the EU and delivered to an EU address, so there is no first placing on the market by you, no EPR registration in your name and no authorised representative to appoint. The obligation sits with the producer, which is where it belongs.
One related change points the same direction. On 1 July 2026 the EU scrapped the €150 customs duty exemption on low-value consignments and replaced it with a flat €3 per item, ahead of full tariffs from 2028. Bulk bag orders sit well above €150 and attract normal duty anyway, but small parcels into the EU are no longer a quiet back door.

How far ahead should you order custom tote bags for EU delivery?
Count backwards from the day the bags need to be in the room, not from the day the event starts.

The variable most people underestimate is their own approval time. A proof that sits in an inbox over a weekend costs you two days of the schedule, and those are days you cannot buy back later. Build in a buffer for it.
A workable sequence for a fixed date:
- Set the date the bags must physically arrive, and subtract two days for handling on site.
- Subtract 10 to 15 working days for production and delivery.
- Subtract two to three days for artwork check and your proof approval.
- Order on or before that date.

Which bag weight should you choose for custom tote bags in the EU?
Fabric weight, measured in gsm, is the decision that most affects how the bag is received.
It is worth two minutes of thought because it is the difference between a bag that is used for years and one that is left on a chair.
A 140 g/m² cotton bag is the standard giveaway and conference weight. A 220 g/m² bag feels noticeably more substantial and suits retail, museum shops, bookshops and universities. A 340 g/m² canvas bag with side and bottom gussets is the heavyweight option, and gussets give it the depth to carry books, packaged products or conference materials without straining the seams.

Print method follows from the fabric. Screen printing is the standard for solid-colour logos at volume, and printing on dark fabric needs a white underbase layer beneath the colours, which is why a black bag behaves differently from a natural one in production.
